A friend of mine collected this plant 8-10 years ago " WA state. East of the Cascades" and I was wondering if you guys could peg it

Nope, no flower. He lost it a couple of years after he collected it so he's only got photos. Hasn't found it since, but doesn't sound like he's really looked for it that much either until recently. He kept it trimmed in the tank so it never got emersed enough for the flowers.
If he can find it again I'll ask for some and have one of you gurus grow it out and ID it better

Looks like it's probably Myosotis scorpioides, aka forget-me-not, which is widely naturalized. Could be M. laxa, a native plant, but it's impossible to say at this point (but I'd bet on the former). A few people in the Pittsburgh club have grown it and it does well.
