Tanks only need to be hydrotested every 5 years.

Cost is not the issue here, at all.
You can fertilize a tank with CO2 for under $20 for over a year.

It's more about the mix. Ghazanfar's mix is posted somewhere around here and it's easy to use.

Don't go to Roberts Oxygen, they will take your new tank a way and give you one of theirs. They don't do refills, they only exchange.
